以城乡融合为分析视角,审视成渝地区双城经济圈共建共治共享的现状与挑战,是实现城乡统筹、促进区域协调发展、实践人与自然和谐共生的关键所在。研究发现:成渝地区双城经济圈作为我国西部人口最稠密、城乡互动最活跃的区域之一,在跨界河流联治、毗邻乡村规划协同、生态资源市场化配置等方面取得了积极进展,但在生态环境共建共治共享上仍面临协同共建基础不够稳固、多元共治机制有待深化、生态福祉公平可及性不足等现实挑战。基于此,应构建城乡一体的生态环境共建机制、多元协同的生态环境共治机制、公平可及的生态环境共享机制,推动成渝地区双城经济圈高质量发展与高水平保护协同互促共进。
Abstract:Examining the current status and challenges of joint construction, joint governance and shared benefits within the Chengdu-Chongqing economic circle through the lens of urban-rural integration is key to realizing coordinated urban-rural development, promoting balanced regional growth, and practicing harmonious coexistence between humanity and nature. Research findings reveal that as one of China's most densely populated and dynamically interactive urban-rural regions in the west, the Chengdu-Chongqing economic circle has made positive strides in crossboundary river co-governance, coordinated planning for adjacent rural areas and market-based allocation of ecological resources. However, practical challenges persist in achieving shared eco-environmental development, including insufficiently solid foundations for collaborative construction, the need to deepen multi-stakeholder governance mechanisms, and inadequate equitable access to ecological benefits. Therefore, it is imperative to establish an integrated urban-rural ecological coconstruction mechanism, a multi-stakeholder collaborative ecological co-governance mechanism and an equitable ecological sharing mechanism. Ultimately, these efforts will promote the synergistic advancement of high-quality development and high-level ecological protection within the Chengdu-Chongqing economic circle.
